原因是 Ubuntu 18.04 已經被棄用了 - 原文文章: GitHub Actions: The Ubuntu 18.04 Actions runner image is being deprecated and will be removed by 12/1/22
再來需要改用 ubuntu-20.04, ubuntu-22.04, 或 ubuntu-latest，我直接改用 ubuntu-latest 好了，一勞永逸。
